Hardware Question to the masses

My new to me PII whirred then immediately powered down after a day of use. I replaced the power supply and the problem didn't go away.  I moved to a grounded 3 prong outlet (I toasted an XT years ago on a funky adapter) in the bathroom and the problem a. Didn't continue, and b. Didn't throw the GFP breaker.

The next part is going to require some background: I have toddlers which have the capability to use most functions of the sink. This includes washing hands, drinks, brushing teeth, and playing. We're still working on the simplest of functions: Turning it off.

On to my question.  When touching the chassis of a PC and feeling a shock (while standing on soggy towels >:-( ), is there a component I may blame other than the motherboard?
